Also, all areas in a given district must be contiguous.
Such rules would avoid splitting neighborhoods for the most part and allow districts to have votes counted consistent with their current political opinions as expressed in town, city and county elections.
And voters could easily understand — and respect — the logic and validity of the district borders.
